Position Objective:

The Procurement Manager is responsible for overseeing and optimising the procurement process to ensure timely and cost-effective sourcing of materials and services for modular construction projects. This role involves managing supplier relationships, negotiating contracts, and implementing efficient procurement strategies while ensuring compliance with organisational policies and industry standards.

Reports to: Operations Manager

Key Responsibilities of the Role

Function Specific Tasks:
  • Review/adjust project estimates to ensure each estimate is ready for procurement.
  • Procure all materials and labour for a project in a timely manner to ensure no construction delays are caused.
  • Coordinate the shop drawing process for structural steel and joinery, inclusive of managing the approval by the Engineer, Project Manager and/or design team.
  • Request, review and approve supplier quotes and relevant lead-times.
  • Lead in the reviewing and assessing strategic procurement of materials.
  • Lead in the negotiation of subcontract packages to gain cost efficiencies.
  • Conduct monthly analysis of different supply chains to determine efficiencies that can be obtained by tendering packages or substitution of materials.
  • Lead in the updating and improving of CRM procurement module.
  • Lead the development of systems to gain further efficiencies across the procurement process.
  • Lead in the development of the inventory management in Jonas Premier and ensure it is adequately updated.
  • Undertake any other work tasks that are reasonably requested.
  • Develop and maintain strategic relationships with key suppliers to ensure continuity of supply and alignment with company objectives.
  • Evaluate supplier performance periodically, ensuring adherence to agreed quality, cost, and delivery standards.
  • Manage supplier onboarding processes, including ensuring compliance with company policies and regulatory requirements.
  • Monitor inventory turnover and implement corrective measures to manage obsolete or excess stock.
  • Conduct detailed cost analysis for procurement activities to identify savings opportunities.
  • Create and monitor budgets for procurement activities, ensuring all spending aligns with company financial goals.
  • Identify potential supply chain risks and develop mitigation strategies to ensure project continuity.
  • Leverage data analytics to improve procurement decisions, including cost forecasting and supplier evaluation.
  • Provide mentorship and training to direct reports (Estimator and Procurement Assistant) to build their capabilities.
  • Act as the primary point of contact for procurement-related queries and concerns from internal and external stakeholders.

  • Follow the Procedures, Work Instructions and workflows shown in Flow Charts and other documents.
  • Gather the required information using forms (electronic or manual) and submit to the relevant person.
  • Manage records and other data that comes into your possession according to our processes.
  • Aim to achieve production outputs that are efficient, error free and profitable.
  • Ownership and further development of procedures associated with your role.
  • Assist/lead in the development and implementation of the Integrated Management System.
Quality, Environment and OHS Continuous Improvement:
  • Ensure compliance to relevant Management System Standards, including participating in audits as required.
  • Ensure that any actual or potential hazards are highlighted and rectified as soon as is reasonably practicable.
  • Identify & develop more efficient processes and procedures for the organisation, ensuring that waste elimination and continuous improvement become the culture of the Organisation.
  • Ensure that all processes are adequately documented and that documents are controlled.
  • Implement new processes and procedures as they become available for use and train personnel in those processes, keeping records of training completed.
  • Keep a skills matrix, and periodically complete a skills review with a view to training relevant personnel, ensuring sufficient skills are available for the efficient running of the Organisation.
  • Monitor performance of processes according to agreed objectives and targets, taking corrective actions to achieve targets where required, holding relevant persons accountable.
  • Take any necessary corrective actions if any of the above points are not met, within the scope of your responsibility and ability, including the use of temporary and permanent corrective actions.
  • Contribute to the development of training programs (both internally and externally provided) in accordance with the training and development plan for your area of responsibility.
  • Participate in ongoing training and development and seek out opportunities to continuously improve your skills.
Role Requirements:
  • Minimum 2–5 years of proven experience in a Procurement Management or Operations Management position or similar role 
  • Comprehensive understanding of procurement processes and supply chain management principles.
  • Strong negotiation skills to secure favourable terms with suppliers and vendors.
  • Proficiency in procurement software and enterprise resource planning (ERP) systems.
  • Ability to identify and mitigate risks within the supply chain.
  • Experience in cost analysis, budgeting, and financial management in a procurement context.
  • Strong knowledge and understanding of Environmental, Quality, and Occupational Health & Safety (OHS) Management Systems.
  • Demonstrates a solid understanding of relevant legal and regulatory frameworks, ensuring compliance and alignment with industry standards.
  • Valid Car Licence.
  • In-depth knowledge of modular construction techniques, materials, and market trends.
  • Awareness of relevant legal, contractual, and regulatory requirements, including building codes and industry standards.
  • Advanced project management skills, including familiarity with project management tools like MS Project or Primavera
  • Capacity to innovate and implement modern procurement techniques, such as just-in-time (JIT) and lean procurement.
  • Demonstrated experience in procurement or supply chain management, preferably in the construction or modular building industry.
